He was arraigned alongside two others over an alleged diversion of $65,000,000. The money was meant for the development of 962 units of residential housing units in Kubwa District in Abuja. Ya’u was brought before Justice James Omotosho of the Federal High Court, Abuja, alongside Mr Bola Ogunsola, former Executive Director and Tarry Rufus, Managing Director of T-Brend Fortunes Nigeria Limited. The ICPC told the court in a charge sheet marked FHC/ABJ/CR/333/24 that the alleged offences of the defendants go against the Public Enterprises Regulatory Commission Act and Section 19 of the Money Laundering (Prevention and Prohibition) Act, 2022. In a five-count charge, the anti-graft commission told the court that the ex-bank CEO made payment to Good Earth Power Nigeria Limited in the sum of N3,785,000,000 out of the total contract sum of $65,000,000. The money was meant to erect 962 units of residential housing in Kubwa, Abuja, named “Goodluck Jonathan Legacy City.” ICPC alleged that Yau and Ogunsola, in their roles as CEO and ED of the bank in August 2012, had secured a loan of N14 billion from Ecobank Nigeria PLC on behalf of the bank. ICPC further alleged that Yau, as the then CEO of FMBN, awarded the $65 million contract despite knowing that the company lacked the capacity to carry out the contract. It added that the project remains incomplete “as of today.” The other defendants were accused of giving and receiving $3,550,000 of the contract sum in cash in contravention of the Money Laundering Act. Tarry Rufus, Good Earth Power Nigeria Limited and T-Brend Fortunes Limited were accused of directly converting the sum of N991,399,255 into $3,550,000 and handing over the same to one Jason Rosamond (now at large) in cash, contrary to Section 18(2) (b) and punishable under Section 18 (a) of the Money Laundering (Prevention and Prohibition) Act 2022. The defendants, however, pleaded not guilty when the charges were read to them. Following their plea, the judge adjourned the case until February 6, 2025, for the commencement of trial. Kellogg, who is one of the architects of a staunchly conservative policy book that lays out an for the incoming administration, will come into the role as Russia’s invasion of Ukraine enters its third year in February. Trump, making the announcement on his Truth Social account, said, “He was with me right from the beginning! Experience over the years has made me less definite about condemning others for boasting. Rwanda has taught me that there is something in the claims after all. In the last thirty years, I have seen a lot of genuine and consequential firsts that have softened my attitude and checked my indignant and curt retorts. The word ‘consequential’ is responsible for that thaw. These firsts have to be of consequence to earn that position. There have been quite a few of these in the last several years. Just last week, I came across another first for Rwanda. The New Times reported on Friday, December 20, that the construction of the country’s first social re-integration centre, commonly known as a “Halfway Home” is nearing completion and is expected to begin operation in February 2025. The Halfway Home is designed to assist inmates nearing the end of their sentence to reintegrate into the community, the paper reported. This in itself was good news and worth noting. But it was the report that this was the first in Africa that caught my attention. According to Therese Kubwimana, Acting Director of Public Relations and Media at the Rwanda Correctional Services (RCS), it is the first such facility on the continent. Many of you might have missed this Halfway Home ‘first’. It is not the sort of headline grabbing glamour news. Nor that of a global event that would have the whole world pay attention. It was local, about prisoners re-entering society. Not a big deal, even boring. It happens all the time everywhere. That was bound to happen, coming so soon after another first: the FIA General Assembly and Prize Giving ceremony in Kigali and President Paul Kagame’s official announcement of Rwanda’s bid to host Formula One Grand Prix. This had the glamour, global reach and headlines. It even drove some commentators into a frenzy. Some applauded but others, the usual crowd of naysayers, condemned. The Halfway Home was not such news. Yet it is one of the most consequential initiatives in creating a society that is whole, where even those who transgress and have been kept away from their communities can be helped to renter them as smoothly as possible. That may include learning about what has happened in their absence, how to live in normal society again, acceptance of what they have done, It is a good example of Rwanda’s approach to justice and crime and punishment.. Those who err are not treated as outcasts that must be shunned, but as citizens who went astray and can be helped to get back into the fold. That philosophy is reflected in the name of what in other places is called a prison service. Here it is a correctional service. Prisons are correctional centres. Inmates, persons to be rehabilitated. The Halfway Home is therefore the final stage on the rehabilitation journey. Of course, crime must be punished. First, because it is wrong and second, to deter others from committing them. Punishment, however, should not be retributive or intended to destroy, but corrective, meant to build. People who break the law are human beings and Rwandan citizens and cannot be disowned. Helping them to reintegrate into society is one way of reclaiming them and is a social responsibility. This idea of justice is not new in Rwanda. We saw it in the Gacaca courts that tried thousands of perpetrators of the genocide against the Tutsi in 1994. They had to answer for their crimes but also be helped to reconcile with society and live in it again as normal people. Perhaps this Halfway Home not being picked up by many, especially those who have made it their task to denounce every Rwandan initiative may not be a bad thing. It may not suffer the same barrage of denunciation as the F1 Grand Prix bid and other great things happening in this country. But do not count on it. Negative critics of most things Rwandan are not driven by real faults they find in them, but rather by a dislike for anything positive coming out of here and a desire to see the country remain poor and backward. For this they will invent any reason. The favourite one currently is the accusation that Rwanda does these things in order to wash its tarnished image. That image and its laundering, of course, only exist in their wishes. The treatment of prisoners as human beings deserving equal opportunity and not as criminals should actually earn praise, especially of the human rights brigade. But it won’t because it disproves their claims of mistreatment in our correctional centres. No matter. But AI-infused text generation tools, popularized by OpenAI’s ChatGPT , enable fraudsters to produce reviews faster and in greater volume, according to tech industry experts. The deceptive practice, which is illegal in the U.S. , is carried out year-round but becomes a bigger problem for consumers during the holiday shopping season , when many people rely on reviews to help them purchase gifts. Fake reviews are found across a wide range of industries, from e-commerce, lodging and restaurants, to services such as home repairs, medical care and piano lessons. The Transparency Company, a tech company and watchdog group that uses software to detect fake reviews, said it started to see AI-generated reviews show up in large numbers in mid-2023 and they have multiplied ever since. For a report released this month, The Transparency Company analyzed 73 million reviews in three sectors: home, legal and medical services. Nearly 14% of the reviews were likely fake, and the company expressed a “high degree of confidence” that 2.3 million reviews were partly or entirely AI-generated. “It’s just a really, really good tool for these review scammers,” said Maury Blackman, an investor and advisor to tech startups, who reviewed The Transparency Company’s work and is set to lead the organization starting Jan. 1. In August, software company DoubleVerify said it was observing a “significant increase” in mobile phone and smart TV apps with reviews crafted by generative AI. The reviews often were used to deceive customers into installing apps that could hijack devices or run ads constantly, the company said. The following month, the Federal Trade Commission sued the company behind an AI writing tool and content generator called Rytr, accusing it of offering a service that could pollute the marketplace with fraudulent reviews. The FTC, which this year banned the sale or purchase of fake reviews, said some of Rytr’s subscribers used the tool to produce hundreds and perhaps thousands of reviews for garage door repair companies, sellers of “replica” designer handbags and other businesses. Maintaining Medicaid expansion is set to be one of the most consuming issues of the 2025 legislative session and Democrats are projecting confidence that it will get across the finish line. In a press briefing Monday, Rep. SJ Howell, D-Missoula, said there "is a clear path to getting this done" when talking about renewing Medicaid expansion. Rep. Mary Caferro, D-Helena, echoed Howell's faith. "Continuing our current Medicaid program is the most important job we have," Howell said, adding that Democrats would like to see "continuous eligibility" added back to the health care program so that brief changes in income or who is living in one's household would not trigger coverage to immediately end. That said, there is already a considerable push to roll back Medicaid expansion as a whole, with those against it often arguing that the state resources put toward the health care program do not improve overall health outcomes. The program is slated to sunset in June of 2025 if the Legislature does not intervene. As of August , just over 78,000 Montanans were covered by Medicaid expansion. In 2014 the federal government allowed states to extend Medicaid coverage to people who earn up to 138% of the federal poverty level, which is about $21,000 a year. Across the U.S., 41 states have implemented Medicaid expansion. Montana has already renewed Medicaid expansion once since it first implemented the program in 2015. Some Democrats, like Representative-elect Jane Weber, D-Great Falls, wants to see the sunset date done away with entirely. The Republican appetite for that is likely minimal, and Democrats will need their colleagues across the aisle to get any legislation passed this session. There were some key legislative wins for Medicaid expansion backers, including two Republican state senators who won their elections in tight races who have previously said they plan to vote in favor of the program. Greg Gianforte's initial budget proposal includes funding for Medicaid expansion to continue as is, which Democrats took as a positive sign. That said, the governor is also in favor of work requirements being tied to the federal-state health care program. Likewise, Sen. Greg Hertz, R-Polson, previously told the Montana State News Bureau that the real debate on Medicaid expansion will likely come down to work requirements as opposed to the program as a whole. "I think it makes sense for any social benefit program," Hertz said of the work requirements Monday. "We want them to get back into the workforce so they don't have to depend on the government." Rep. In 2019, when lawmakers in Helena last re-upped Medicaid expansion, there were work requirements tied to the bill that were never implemented. Democrats vehemently oppose work requirements being a part of Medicaid expansion eligibility, as they say most Medicaid enrollees are already working and they point to the federal government's previous rejection of work requirements being a part of the health care program in Montana. "[Work requirements] are not necessary," Caferro said Monday. "They're code clutter." That said, with the new presidential administration there is renewed confidence — including from Gianforte and Hertz — that work requirements may be easier to implement. The federal budget is divided into three parts: mandatory spending, which includes Social Security, Medicare and Medicaid; paying interest on the debt, which increases as the deficit grows; and the discretionary budget, half of which goes to the Pentagon, with the other half covering veterans' benefits, education, transportation and other government services. "We have to find an answer as to how we save Medicare, Medicaid, Social Security, pay the net interest on the debt, while at the same time not being able to take all of that out of the hide of the discretionary budget, which is already pretty thin," Womack said. On Thursday, Johnson did not answer a question about how to cut funding while saving entitlements. On the campaign trail, Trump said he would not make cuts to Social Security or Medicare, the largest and fifth largest line items in the budget.
