The new chemical, which they named chloronitramide anion, is not necessarily toxic. The researchers suggest that chloronitramide anion has a similar composition to other chemicals of concern, which may warrant further study. However, researchers are unwilling to declare the new chemical toxic without additional research. Chloramine manufacturers, distributors, and users should closely follow the forthcoming research on toxicity, as plaintiffs’ lawyers and environmental groups will move quickly toward litigation alleging personal injuries and pushing for new regulatory limits. Background Over 100 million people in the United States consume drinking water treated with chloramines. Chloramines are a class of chlorine-based disinfectants that kill harmful bacteria in drinking water. When added to water, chloramine naturally reacts with other materials present in the water to produce disinfectant byproducts (DBPs). Chloronitramide anion is a chloramine DBP. Regulatory Implications Under the Safe Drinking Water Act (SDWA), EPA has the authority to establish national primary drinking water regulations (NPDWRs) for chemical disinfectants. 42 U.S.C. § 300g-1(b)(4). EPA must review NPDWRs every six years to determine whether revisions are warranted. Id. at (b)(9). Since December 2016, EPA has been debating whether the existing body of scientific evidence on microbial and disinfectant byproducts warrants revising disinfectants’ NPDWRs, which includes chloramine. 2 EPA enforces chloramine’s NPDWR by setting a Maximum Residual Disinfectant Level (MRDL). The study’s authors detected the chloronitramide anion at concentrations ranging from 1 to 120 μg/L. For reference, chloramine’s MRDL is currently limited to 4.0 μg/L and typically, limits for regulated DBPs range from 60 to 80 μg/L. 89 Fed. Reg. 59623, 59625 (July 23, 2024). Should EPA choose to set a NPDWR for chloronitramide anion, the threat of an EPA enforcement action will force regulated entities to curtail chloramine usage while confronting the need for a new means of disinfecting drinking water. Further, armed with the SDWA’s citizen suit provision, environmental groups can pressure EPA to target regulated entities that struggle to comply with EPA’s mandatory timeframe. See 33 U.S.C. § 1365. The SDWA, however, is not the only source of potential liability implicated by this new chemical. The Toxic Substances Control Act (TSCA) obligates EPA to regulate chemical substances deemed an unreasonable risk to health or the environment. 15 U.S.C. § 2605(a). TSCA provides three avenues to obtain a rule regulating a chemical, which includes a “citizen petition.” Id. § 2620(a). As detailed in a prior news alert , at least one environmental group convinced a federal district court that the remedy for a successful citizen petition is ordering EPA to initiate rulemaking that imposes limits on the said chemical. See generally Food & Water Watch, Inc. v. EPA , No. 17-cv-02162, 2024 WL 4291497 (N.D. Cal. Sept. 24, 2024). Unless a higher court holds otherwise, an environmental group copying the Water Watch strategy could obtain a judicial order forcing EPA to initiate rulemaking under TSCA even if EPA declines to regulate chloronitramide anion. Looking Ahead EPA has yet to commit to initiating rulemaking under the SDWA for chloronitramide anion. But an EPA spokeswoman advised that “[f]urther investigation . . . will be needed before EPA can determine if regulatory action is warranted,” which means that EPA recognizes the possibility that chloronitramide anion may eventually require its own NPDWR. 3 Scientific uncertainty works in favor of environmental groups, incentivizing them to push state and federal agencies for toxicity study funding and eventual regulation. So, chloramine manufacturers and distributors, public and private drinking water systems, and state government agencies should closely monitor scientific developments on chloronitramide anion’s potential toxicity or agencies’ notices of intent to initiate rulemakings concerning chloronitramide anion or chloramines generally. If evidence of toxicity emerges, given environmental groups’ recent success in Food Watch , it is likely that Plaintiffs’ lawyers and environmental groups will bring similarly structured TSCA test cases using TSCA’s citizen petition provision. Given the lower standard of proof required in court relative to EPA, 4 these challengers will not necessarily wait for additional chloronitramide anion toxicity studies before taking action. Regulated entities should take stock of their chloramine usage to prepare for either possibility. Private toxic tort lawsuits may allege contamination of drinking water from chloramine treatment—analogizing chloronitramide anion to other chemicals of concern. By MARY CLARE JALONICK, STEPHEN GROVES and KEVIN FREKING WASHINGTON (AP) — President-elect Donald Trump’s allies on Capitol Hill rallied around Pete Hegseth , Trump’s Pentagon pick, on Thursday even as new details surfaced about allegations that he had sexually assaulted a woman in 2017. The GOP embrace of Hegseth came as another controversial Trump nominee, Matt Gaetz, withdrew from consideration for attorney general. Gaetz said it was clear he had become a “distraction” amid pressure on the House to release an ethics report about allegations of his own sexual misconduct. An attorney for two women has said that his clients told House Ethics Committee investigators that Gaetz paid them for sex on multiple occasions beginning in 2017, when Gaetz was a Florida congressman. Fresh questions over the two nominees’ pasts, and their treatment of women, arose with Republicans under pressure from Trump and his allies to quickly confirm his Cabinet. At the same time, his transition has so far balked at the vetting and background checks that have traditionally been required. While few Republican senators have publicly criticized any of Trump’s nominees, it became clear after Gaetz’s withdrawal that many had been harboring private concerns about him. Oklahoma Sen. Markwayne Mullin, who served with Gaetz in the House, said it was a “positive move.” Mississippi Sen. Roger Wicker said it was a “positive development.” Maine Sen. Republican senators’ careful words, and their early reluctance to publicly question Trump’s picks, illustrated not only their fear of retribution from the incoming president but also some of their hopes that the confirmation process can proceed normally, with proper vetting and background checks that could potentially disqualify problematic nominees earlier. Gaetz withdrew after meeting with senators on Wednesday. Sen. Thom Tillis said Gaetz was “in a pressure cooker” when he decided to withdraw, but suggested that it would have little bearing on Trump’s other nominees. “Transactions — one at a time,” he said. As the Hegseth nomination proceeds, Republicans also appear to be betting that they won’t face much backlash for publicly setting aside the allegations of sexual misconduct — especially after Trump won election after being found liable for sexual abuse last year. Hegseth held a round of private meetings alongside incoming Vice President JD Vance on Thursday in an attempt to shore up support and told reporters afterward: “The matter was fully investigated and I was completely cleared, and that’s where I’m gonna leave it.” A 22-page police report report made public late Wednesday offered the first detailed account of the allegations against him. A woman told police that she was sexually assaulted in 2017 by Hegseth after he took her phone, blocked the door to a California hotel room and refused to let her leave. The report cited police interviews with the alleged victim, a nurse who treated her, a hotel staffer, another woman at the event and Hegseth. Hegseth’s lawyer, Timothy Palatore, said the incident was “fully investigated and police found the allegations to be false.” Hegseth paid the woman in 2023 as part of a confidential settlement to head off the threat of what he described as a baseless lawsuit, Palatore has said. Wicker played down the allegations against Hegseth, a former Fox News host, saying that “since no charges were brought from the authorities, we only have press reports.” Sen. Bill Hagerty, R-Tenn., said after his meeting with Hegseth that he “shared with him the fact that I was saddened by the attacks that are coming his way.” Hagerty dismissed the allegations as “a he-said, she-said thing” and called it a “shame” that they were being raised at all. "This would include going line by line through their budget, looking at all of the specifics in the work plan, etc." EPA has not yet announced the grant amount, but Butte-Silver Bow's application last spring sought $20 million. And that's the amount J.P. Gallagher anticipates local government will receive. "This is going to be a huge benefit to the community," said Gallagher, chief executive of Butte-Silver Bow. "We are very confident that we will be fully funded but before we go into final engineering and design, we need the full confirmation of that funding," he said. "The cost of construction could affect the square footage of what can be built. There are still some unknowns." An estimate of total square-footage was not available Thursday. Gallagher said the citycounty received feedback that its application, completed in consultation with Water & Environmental Technologies, was one of the most complete received by EPA for funding from the agency's Environmental and Climate Justice Community Change Grants Program. No taxpayer money was involved in preparing the ambitious grant application, Gallagher said. The proposal had to fall within the grant program's environmental and climate justice framework. The grant application alluded to the human and economic costs of federal Superfund designation for Butte because of historic mining and smelting pollution. "With an active Superfund site, prolonged disinvestment and significant indicators of poverty and negative environmental impacts, Butte-Silver Bow has been designated as a disadvantaged community and continues to struggle with the impacts of social, economic and environmental decline," the application noted. Given that status, how will Butte-Silver Bow pay to operate the new facility? One estimate puts annual operating costs at about $560,000. The feasibility study completed by Water & Environmental Technologies cites a variety of ways, in fees and rentals, that the facility could cover expenses. Gallagher weighed in. "The analysis is that the facility would make money to pay for operation," he said. The feasibility study observes, "One of the most important criterion when selecting and evaluating potential programming is the ability of that programming to recover at least 100% of its expense." The study adds, "Providing spaces for event, birthday, meeting, fitness and gymnasium rentals offers potential for recovering expenses." Gallagher said the recreational functions of the facility will likely be less like a fitness center and more like a gym — with basketball and volleyball courts and probably pickleball, too. Programming at the Community Wellness and Resilience Hub would focus on such things as community resiliency, emergency preparedness and wellbeing activities. A majority of the Texas State Board of Education gave final approval Friday to a state-authored curriculum under intense scrutiny in recent months for its heavy inclusion of biblical teachings. Eight of the 15 board members voted to approve Bluebonnet Learning, the elementary school curriculum proposed by the Texas Education Agency earlier this year. The curriculum was designed with a cross-disciplinary approach that uses reading and language arts lessons to advance or cement concepts in other disciplines, such as history and social studies. Critics, which included religious studies scholars, say the curriculum’s lessons allude to Christianity more than any other religion, which they say could lead to the bullying and isolation of non-Christian students, undermine church-state separation and grant the state far-reaching control over how children learn about religion. They also questioned the accuracy of some lessons. The curriculum’s defenders say that references to Christianity will provide students with a better understanding of the country’s history. Texas school districts have the freedom to choose their own lesson plans, so the choice to adopt the materials will remain with them. But the state will offer an incentive of $60 per student to districts that adopt the lessons, which could appeal to some as schools struggle financially after several years without a significant raise in state funding. Three Republicans — Evelyn Brooks, Patricia Hardy and Pam Little — joined the board’s four Democrats in opposition to the materials. Leslie Recine — a Republican whom Gov. Greg Abbott appointed to temporarily fill the State Board of Education’s District 13 seat vacated by former member Aicha Davis, a Democrat who ran successfully for a Texas House seat earlier this year — voted for the curriculum. Abbott handpicked Recine, who was the deciding vote on the materials, to fill the seat through the end of the year days before the general election, bypassing Democrat Tiffany Clark. A majority of District 13 residents voted this election for Clark to represent them on the board next year. She ran unopposed. Board members who expressed support for the curriculum said during the week they believed the materials would help students improve their reading and understanding of the world. Members also said politics in no way influenced their vote and that they supported the materials because they believed it would best serve Texas children. “In my view, these stories are on the education side and are establishing cultural literacy,” Houston Republican Will Hickman said. “And there’s religious concepts like the Good Samaritan and the Golden Rule and Moses that all students should be exposed to.” The proposed curriculum prompts teachers to relay the story of The Good Samaritan — a parable about loving everyone, including your enemies — to kindergarteners as an example of what it means to follow the Golden Rule. The story comes from the Bible, the lesson explains, and “was told by a man named Jesus” as part of his Sermon on the Mount, which included the phrase, “Do unto others as you would have done unto you.” Many other religions have their own version of the Golden Rule. Brooks, one of the Republicans who opposed the materials, noted this week that the Texas Education Agency is not a textbook publishing company and said treating it like such has created an uneven playing field for companies in the textbook industry. Brooks also said she has yet to see evidence showing the curriculum would improve student learning and that she was opposed to the state using Texas schoolchildren as “experiments.” Hardy, a Fort Worth Republican who also opposed the materials, said she did so without regard for the religious references. She expressed concern about the curriculum’s age appropriateness and her belief that it does not align with state standards on reading and other subjects. Little, a Fairview Republican, expressed concern on Friday that the state would have no way to see its “return on investment” with the materials, considering schools have wide latitude to adopt lessons as they see fit — meaning districts could pair Bluebonnet Learning with other learning materials, making the effectiveness of Bluebonnet as a standalone curriculum unclear. Little said on social media earlier in the week that she supports “the teaching of biblical values in education” but criticized the curriculum for some of its teaching methods, which she said leave “little time for students to practice reading and develop critical skills like fluency and comprehension.” Meanwhile, some of the Democrats who voted against the curriculum said they worried the materials would inappropriately force Christianity on public school children. Others cited concerns about Texas violating the Establishment Clause, which prohibits states from endorsing a particular religion. “If this is the standard for students in Texas, then it needs to be exactly that,” said Staci Childs, a Houston Democrat. “It needs to be high quality, and it needs to be the standard, free of any establishment clause issues, free of any lies, and it needs to be accurate.” The state had until late Wednesday to submit revisions in response to concerns raised by board members and the general public before the official vote took place Friday. Democratic members said Friday, however, that their concerns still remained. Childs, who is also an attorney, said she believes if someone were to sue the state for a violation of the Establishment Clause, they would likely succeed. San Antonio Democrat Marisa B. Pérez-Diaz said she found value in the materials but that the Christian bias kept her from supporting it. Rebecca Bell-Metereau, a San Marcos Democrat, said that although the curriculum attempts to reference faith traditions other than Christianity, she doesn’t feel the state did so in a meaningful way. “It seems to me like it is trying to place a Band-Aid on a gaping wound,” Bell-Metereau said. The State Board of Education’s approval of the materials drew immediate criticism from both national and local organizations. Americans United for Separation of Church and State said in a statement that “Texas’ new Bible-infused elementary curriculum is part of the nationwide effort by Christian Nationalists to impose their religious beliefs on public school students.” The Texas American Federation of Teachers blasted the state for infusing school lessons with “Bible-based references more appropriate for Sunday Schools than public schools.” “We can anticipate what will come next, whether that’s the erasure of contributions of marginalized populations in social studies or the minimization of climate change in science,” the union said. Meanwhile, conservative organizations like the Texas Public Policy Foundation, which helped develop the materials, applauded education officials for taking “the next big step toward dramatically improving the quality of education in Texas.” “Teachers will be able to spend more of their time doing the critical job of teaching and evaluating students, rather than spending their nights and weekends searching for lesson plans,” said Greg Sindelar, the organization’s CEO. “And parents will get to follow along as their children learn thanks to the online resources that come with the lessons.” More than 100 Texans signed up Monday to speak for and against the state-authored curriculum. State leaders also say the materials cover a broad range of faiths and only make references to religion when appropriate. Of 10 people appointed to an advisory panel by the Texas Education Agency to ensure the materials are accurate, age-appropriate and free from bias, at least half of the members have a history of faith-based advocacy. The Texas Tribune recently reported how parents, historians and educators have criticized the ways the materials address America’s history of racism, slavery and civil rights. In public input submitted in response to the curriculum and in interviews with the Tribune, they have said the materials strip key historical figures of their complexities and flaws while omitting certain context they say would offer children a more accurate understanding of the country’s past and present. Bell-Metereau and other Texans referenced the Tribune’s reporting during public testimony on Monday. In response to those concerns, the Texas Education Agency has said the lessons will provide students with “a strong foundation” to understand more complex concepts as they reach later grades. State officials have also said those materials are written in an age-appropriate manner.The Place next April will open the biggest expansion in its five-year history when it opens The Launchpad, a 50-unit apartment complex designed to provide permanent housing for youths until they can find somewhere to live themselves. Young adults ages 18-25 will sign one-year leases on apartments in the $20 million project on the west side of Colorado Springs, where they will receive help with education, employment and mental health so they remain self-sufficient, said Joey Macasero, grants and communications coordinator for The Place. The building will be staffed around the clock by direct care specialists, a case manager and a program manager, he said. “Tenants will receive support to re-enroll in school, get a GED (general educational development) certificate or seek higher education. We are already working with other organizations to provide health care, and they will have access to (a variety of) other resources,” Macasero said. “When a tenant signs a one-year lease at Launchpad, we expect they will be ready to be on their own,” but no one will be forced to leave when their lease expires. The Place now offers housing services to homeless youth ages 15-24, offering them a safe and stable place to live, through 70 housing units scattered across the Colorado Springs area as well as intensive case management for physical and mental health care, educational and employment support and development of family and life skills. The nonprofit agency will continue to operate its housing program after The Launchpad opens, Macasero said. The agency also sends its Outreach Team to places where homeless teens gather, such as Acacia and Dorchester parks, to develop rapport with youth, offer them needed supplies as well as case management services, Macasero said. The team tells youths they meet about the agency’s drop-in center near downtown Colorado Springs, where hot meals, showers, shelter, essential supplies and employment services are available. The Place operates an emergency overnight shelter that can accommodate up to 20 homeless young people and serves three meals daily. Shelter clients must arrive before the 7 p.m. curfew and most leave by 10 a.m. for work or to attend school, Macasero said. During the fiscal year ended Sept. 30, The Place helped 562 youth through its Outreach Team, drop-in center or emergency shelter. He said the largest share of financial help was spent on rental assistance for youth in the agency’s housing program. The Place is supported mostly from foundation grants and individual contributions — the agency’s largest fundraising event, the Off the Street Breakfast, attracted 962 participants in July. The Place became a separate nonprofit in 2019 after opening 19 years as part of Urban Peak, which provides similar services in the Denver area to give the local nonprofit more flexibility in addressing issues specific to Colorado Springs. By BILL BARROW ATLANTA (AP) — Jimmy Carter, the peanut farmer who won the presidency in the wake of the Watergate scandal and Vietnam War, endured humbling defeat after one tumultuous term and then redefined life after the White House as a global humanitarian, has died. He was 100 years old. The longest-lived American president died on Sunday, more than a year after entering hospice care , at his home in the small town of Plains, Georgia, where he and his wife, Rosalynn, who died at 96 in November 2023 , spent most of their lives, The Carter Center said. “Our founder, former U.S. President Jimmy Carter, passed away this afternoon in Plains, Georgia,” the center simply said in posting about Carter’s death on the social media platform X. Businessman, Navy officer, evangelist, politician, negotiator, author, woodworker, citizen of the world — Carter forged a path that still challenges political assumptions and stands out among the 45 men who reached the nation’s highest office. The 39th president leveraged his ambition with a keen intellect, deep religious faith and prodigious work ethic, conducting diplomatic missions into his 80s and building houses for the poor well into his 90s. “My faith demands — this is not optional — my faith demands that I do whatever I can, wherever I am, whenever I can, for as long as I can, with whatever I have to try to make a difference,” Carter once said. A moderate Democrat, Carter entered the 1976 presidential race as a little-known Georgia governor with a broad smile, outspoken Baptist mores and technocratic plans reflecting his education as an engineer. His no-frills campaign depended on public financing, and his promise not to deceive the American people resonated after Richard Nixon’s disgrace and U.S. defeat in southeast Asia. “If I ever lie to you, if I ever make a misleading statement, don’t vote for me. I would not deserve to be your president,” Carter repeated before narrowly beating Republican incumbent Gerald Ford, who had lost popularity pardoning Nixon. Carter governed amid Cold War pressures, turbulent oil markets and social upheaval over racism, women’s rights and America’s global role. His most acclaimed achievement in office was a Mideast peace deal that he brokered by keeping Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin at the bargaining table for 13 days in 1978. That Camp David experience inspired the post-presidential center where Carter would establish so much of his legacy. Yet Carter’s electoral coalition splintered under double-digit inflation, gasoline lines and the 444-day hostage crisis in Iran. His bleakest hour came when eight Americans died in a failed hostage rescue in April 1980, helping to ensure his landslide defeat to Republican Ronald Reagan. Carter acknowledged in his 2020 “White House Diary” that he could be “micromanaging” and “excessively autocratic,” complicating dealings with Congress and the federal bureaucracy. He also turned a cold shoulder to Washington’s news media and lobbyists, not fully appreciating their influence on his political fortunes. “It didn’t take us long to realize that the underestimation existed, but by that time we were not able to repair the mistake,” Carter told historians in 1982, suggesting that he had “an inherent incompatibility” with Washington insiders. Carter insisted his overall approach was sound and that he achieved his primary objectives — to “protect our nation’s security and interests peacefully” and “enhance human rights here and abroad” — even if he fell spectacularly short of a second term. Ignominious defeat, though, allowed for renewal. The Carters founded The Carter Center in 1982 as a first-of-its-kind base of operations, asserting themselves as international peacemakers and champions of democracy, public health and human rights. “I was not interested in just building a museum or storing my White House records and memorabilia,” Carter wrote in a memoir published after his 90th birthday. “I wanted a place where we could work.” That work included easing nuclear tensions in North and South Korea, helping to avert a U.S. invasion of Haiti and negotiating cease-fires in Bosnia and Sudan. By 2022, The Carter Center had declared at least 113 elections in Latin America, Asia and Africa to be free or fraudulent. Recently, the center began monitoring U.S. elections as well. Carter’s stubborn self-assuredness and even self-righteousness proved effective once he was unencumbered by the Washington order, sometimes to the point of frustrating his successors . He went “where others are not treading,” he said, to places like Ethiopia, Liberia and North Korea, where he secured the release of an American who had wandered across the border in 2010. “I can say what I like. I can meet whom I want. I can take on projects that please me and reject the ones that don’t,” Carter said. He announced an arms-reduction-for-aid deal with North Korea without clearing the details with Bill Clinton’s White House. He openly criticized President George W. Bush for the 2003 invasion of Iraq. He also criticized America’s approach to Israel with his 2006 book “Palestine: Peace Not Apartheid.” And he repeatedly countered U.S. administrations by insisting North Korea should be included in international affairs, a position that most aligned Carter with Republican President Donald Trump. Among the center’s many public health initiatives, Carter vowed to eradicate the guinea worm parasite during his lifetime, and nearly achieved it: Cases dropped from millions in the 1980s to nearly a handful. With hardhats and hammers, the Carters also built homes with Habitat for Humanity. The Nobel committee’s 2002 Peace Prize cites his “untiring effort to find peaceful solutions to international conflicts, to advance democracy and human rights, and to promote economic and social development.” Carter should have won it alongside Sadat and Begin in 1978, the chairman added. Carter accepted the recognition saying there was more work to be done. “The world is now, in many ways, a more dangerous place,” he said. “The greater ease of travel and communication has not been matched by equal understanding and mutual respect.” Carter’s globetrotting took him to remote villages where he met little “Jimmy Carters,” so named by admiring parents. But he spent most of his days in the same one-story Plains house — expanded and guarded by Secret Service agents — where they lived before he became governor. He regularly taught Sunday School lessons at Maranatha Baptist Church until his mobility declined and the coronavirus pandemic raged. Those sessions drew visitors from around the world to the small sanctuary where Carter will receive his final send-off after a state funeral at Washington’s National Cathedral. The common assessment that he was a better ex-president than president rankled Carter and his allies. His prolific post-presidency gave him a brand above politics, particularly for Americans too young to witness him in office. But Carter also lived long enough to see biographers and historians reassess his White House years more generously. His record includes the deregulation of key industries, reduction of U.S. dependence on foreign oil, cautious management of the national debt and notable legislation on the environment, education and mental health. He focused on human rights in foreign policy, pressuring dictators to release thousands of political prisoners . He acknowledged America’s historical imperialism, pardoned Vietnam War draft evaders and relinquished control of the Panama Canal. He normalized relations with China. “I am not nominating Jimmy Carter for a place on Mount Rushmore,” Stuart Eizenstat, Carter’s domestic policy director, wrote in a 2018 book. “He was not a great president” but also not the “hapless and weak” caricature voters rejected in 1980, Eizenstat said. Rather, Carter was “good and productive” and “delivered results, many of which were realized only after he left office.” Madeleine Albright, a national security staffer for Carter and Clinton’s secretary of state, wrote in Eizenstat’s forward that Carter was “consequential and successful” and expressed hope that “perceptions will continue to evolve” about his presidency. “Our country was lucky to have him as our leader,” said Albright, who died in 2022. Jonathan Alter, who penned a comprehensive Carter biography published in 2020, said in an interview that Carter should be remembered for “an epic American life” spanning from a humble start in a home with no electricity or indoor plumbing through decades on the world stage across two centuries. “He will likely go down as one of the most misunderstood and underestimated figures in American history,” Alter told The Associated Press. James Earl Carter Jr. was born Oct. 1, 1924, in Plains and spent his early years in nearby Archery. His family was a minority in the mostly Black community, decades before the civil rights movement played out at the dawn of Carter’s political career. Carter, who campaigned as a moderate on race relations but governed more progressively, talked often of the influence of his Black caregivers and playmates but also noted his advantages: His land-owning father sat atop Archery’s tenant-farming system and owned a main street grocery. His mother, Lillian , would become a staple of his political campaigns. Seeking to broaden his world beyond Plains and its population of fewer than 1,000 — then and now — Carter won an appointment to the U.S. Naval Academy, graduating in 1946. That same year he married Rosalynn Smith, another Plains native, a decision he considered more important than any he made as head of state. She shared his desire to see the world, sacrificing college to support his Navy career. Carter climbed in rank to lieutenant, but then his father was diagnosed with cancer, so the submarine officer set aside his ambitions of admiralty and moved the family back to Plains. His decision angered Rosalynn, even as she dived into the peanut business alongside her husband. Carter again failed to talk with his wife before his first run for office — he later called it “inconceivable” not to have consulted her on such major life decisions — but this time, she was on board. “My wife is much more political,” Carter told the AP in 2021. He won a state Senate seat in 1962 but wasn’t long for the General Assembly and its back-slapping, deal-cutting ways. He ran for governor in 1966 — losing to arch-segregationist Lester Maddox — and then immediately focused on the next campaign. Carter had spoken out against church segregation as a Baptist deacon and opposed racist “Dixiecrats” as a state senator. Yet as a local school board leader in the 1950s he had not pushed to end school segregation even after the Supreme Court’s Brown v. Board of Education decision, despite his private support for integration. And in 1970, Carter ran for governor again as the more conservative Democrat against Carl Sanders, a wealthy businessman Carter mocked as “Cufflinks Carl.” Sanders never forgave him for anonymous, race-baiting flyers, which Carter disavowed. Ultimately, Carter won his races by attracting both Black voters and culturally conservative whites. Once in office, he was more direct. “I say to you quite frankly that the time for racial discrimination is over,” he declared in his 1971 inaugural address, setting a new standard for Southern governors that landed him on the cover of Time magazine. His statehouse initiatives included environmental protection, boosting rural education and overhauling antiquated executive branch structures. He proclaimed Martin Luther King Jr. Day in the slain civil rights leader’s home state. And he decided, as he received presidential candidates in 1972, that they were no more talented than he was. In 1974, he ran Democrats’ national campaign arm. Then he declared his own candidacy for 1976. An Atlanta newspaper responded with the headline: “Jimmy Who?” The Carters and a “Peanut Brigade” of family members and Georgia supporters camped out in Iowa and New Hampshire, establishing both states as presidential proving grounds. His first Senate endorsement: a young first-termer from Delaware named Joe Biden. Yet it was Carter’s ability to navigate America’s complex racial and rural politics that cemented the nomination. He swept the Deep South that November, the last Democrat to do so, as many white Southerners shifted to Republicans in response to civil rights initiatives. A self-declared “born-again Christian,” Carter drew snickers by referring to Scripture in a Playboy magazine interview, saying he “had looked on many women with lust. I’ve committed adultery in my heart many times.” The remarks gave Ford a new foothold and television comedians pounced — including NBC’s new “Saturday Night Live” show. But voters weary of cynicism in politics found it endearing. Carter chose Minnesota Sen. Walter “Fritz” Mondale as his running mate on a “Grits and Fritz” ticket. In office, he elevated the vice presidency and the first lady’s office. Mondale’s governing partnership was a model for influential successors Al Gore, Dick Cheney and Biden. Rosalynn Carter was one of the most involved presidential spouses in history, welcomed into Cabinet meetings and huddles with lawmakers and top aides. The Carters presided with uncommon informality: He used his nickname “Jimmy” even when taking the oath of office, carried his own luggage and tried to silence the Marine Band’s “Hail to the Chief.” They bought their clothes off the rack. Carter wore a cardigan for a White House address, urging Americans to conserve energy by turning down their thermostats. Amy, the youngest of four children, attended District of Columbia public school. Washington’s social and media elite scorned their style. But the larger concern was that “he hated politics,” according to Eizenstat, leaving him nowhere to turn politically once economic turmoil and foreign policy challenges took their toll. Carter partially deregulated the airline, railroad and trucking industries and established the departments of Education and Energy, and the Federal Emergency Management Agency. He designated millions of acres of Alaska as national parks or wildlife refuges. He appointed a then-record number of women and nonwhite people to federal posts. He never had a Supreme Court nomination, but he elevated civil rights attorney Ruth Bader Ginsburg to the nation’s second highest court, positioning her for a promotion in 1993. He appointed Paul Volker, the Federal Reserve chairman whose policies would help the economy boom in the 1980s — after Carter left office. He built on Nixon’s opening with China, and though he tolerated autocrats in Asia, pushed Latin America from dictatorships to democracy. But he couldn’t immediately tame inflation or the related energy crisis. And then came Iran. After he admitted the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979 by followers of the Ayatollah Ruhollah Khomeini. Negotiations to free the hostages broke down repeatedly ahead of the failed rescue attempt. The same year, Carter signed SALT II, the new strategic arms treaty with Leonid Brezhnev of the Soviet Union, only to pull it back, impose trade sanctions and order a U.S. boycott of the Moscow Olympics after the Soviets invaded Afghanistan. Hoping to instill optimism, he delivered what the media dubbed his “malaise” speech, although he didn’t use that word. He declared the nation was suffering “a crisis of confidence.” By then, many Americans had lost confidence in the president, not themselves. Carter campaigned sparingly for reelection because of the hostage crisis, instead sending Rosalynn as Sen. Edward M. Kennedy challenged him for the Democratic nomination. Carter famously said he’d “kick his ass,” but was hobbled by Kennedy as Reagan rallied a broad coalition with “make America great again” appeals and asking voters whether they were “better off than you were four years ago.” Reagan further capitalized on Carter’s lecturing tone, eviscerating him in their lone fall debate with the quip: “There you go again.” Carter lost all but six states and Republicans rolled to a new Senate majority. Carter successfully negotiated the hostages’ freedom after the election, but in one final, bitter turn of events, Tehran waited until hours after Carter left office to let them walk free. At 56, Carter returned to Georgia with “no idea what I would do with the rest of my life.” Four decades after launching The Carter Center, he still talked of unfinished business. “I thought when we got into politics we would have resolved everything,” Carter told the AP in 2021. “But it’s turned out to be much more long-lasting and insidious than I had thought it was. I think in general, the world itself is much more divided than in previous years.” Still, he affirmed what he said when he underwent treatment for a cancer diagnosis in his 10th decade of life. “I’m perfectly at ease with whatever comes,” he said in 2015 . “I’ve had a wonderful life. President-elect Donald Trump said Thursday that former Sen. David Perdue , R-Ga., had agreed to be nominated to be the next U.S. ambassador to China . “As a Fortune 500 CEO, who had a 40-year International business career, and served in the U.S. Senate, David brings valuable expertise to help build our relationship with China,” Trump said on his Truth Social platform , noting that Perdue has lived in Singapore and Hong Kong and spent much of his career working in China and elsewhere in Asia. “He will be instrumental in implementing my strategy to maintain Peace in the region, and a productive working relationship with China’s leaders,” Trump said. Perdue's nomination is subject to Senate confirmation. The bilateral relationship between the U.S. and China, the world’s two largest economies, is often described as the most important in the world. The Pew Research poll from this summer found that 56% of Americans say the government is “almost always wasteful and inefficient.” Gallup’s recent polling data shows that 55% of Americans say the government is doing “too much” while only 41% say it should do more. Americans are more evenly split how big the government should be, but increasing government efficiency has more broad support. “Gallup polling earlier this year showed that 58% of Americans are dissatisfied with the size and power of the federal government,” Gallup said. “A slight majority of Americans say the government has too much power. Seven in 10 Americans in 2019 agreed that businesses can do things more efficiently than the federal government.” The survey comes after President-elect Donald Trump won the White House and issued broad, sweeping plans to decrease the scope of the federal government. Sault native Ken Warmington is living his professional dream in the food industry as the co-owner/operator of Maple Leaf Meats. However, he’s living the dream far away from Canada — the Land of the Maple Leaf — operating a popular food truck and selling his original barbecue sauce in Australia. He sells burgers, ribs and chicken wings from his food truck with wife Angela in Yarraville, seven miles from Melbourne. “They’re the best chicken wings in Melbourne," Warmington said in an interview with SooToday, while visiting relatives and friends in the Sault for Christmas. "We do about 1.7 tonnes of chicken wings a year. We can do 105 burgers in an hour at our top speed." The Warmingtons also make, bottle and sell their Maple Leaf Meats sauces in three flavours — Tomato Sauce, Backyard BBQ Sauce and Maple BBQ Sauce — from a factory in the Melbourne area. The maple syrup is imported from Canada. “We make our sauces from scratch," Warmington said. "We’ve gotten a bit of a cult following. The sauce is all natural. It’s very flavourful, done the right way with no nasties. It’s just a great product. It’s not sweet, it’s savoury. It’s not spicy, it’s peppery." Production of the sauces is done in an environmentally-conscious way, he emphasized. “We make a point of using glass bottles instead of plastic bottles and we want to use solar panels for our factory,” Warmington said. Sales of Maple Leaf Meats sauces have been good. Warmington envisions moving away from the food truck side of the food industry and concentrating on getting his sauces sold through Australian supermarket chains as well as Amazon. “I have a passion for the quality we put out and it’s about the good feedback that we get. That’s what drives me every day. I have a lot of interests but cooks are a different bunch and I'm one of them. I’m passionate about food and it drives me,” Warmington said. Though now a success in the food industry, Warmington has had an interesting life story with several career changes. A Korah Collegiate graduate, he moved away from the Sault at the age of 19 to attend Montreal’s Dawson Institute of Photography. As a photographer he produced portraits of clients and took shots of live bands. His introduction to the food industry came when he began working as a waiter at Montreal's Dundees Bar and Grill to supplement his income. Moving away from photography, Warmington worked hard and became manager of both Dundees locations in Montreal within months. “I got really passionate about food. There were some great guys who worked there and taught me what I needed to know about steak. I loved watching the cooks in that kitchen. I loved the excitement of the kitchen.” While involved in restaurant management, Warmington also developed an interest in aviation. “A friend of mine took me up on a flight and from there my passion shifted to flying planes. I got my pilot’s license and then I worked as an apprentice aircraft mechanic working on planes.” Working in two careers — the restaurant industry and aviation — took a toll on his health. “I burnt myself out and in the process developed Type 1 diabetes," he recalled. "I was down to 44 kilos (97 pounds). It was a devastating blow. I had to stop everything. I came back to the Sault for a period and recovered for a few weeks. I began using insulin. It was a very challenging time." Not content to stay still for long, Warmington found yet another interest and began working for Optimal Robotics, an information technology firm that produces self-checkout systems for retailers. “I was training engineers how to repair and maintain them. I travelled to every state in the U.S. and it was fantastic," Warmington said. As an Optimal Robotics employee, Warmington attended a trade show in Australia in 2003. “They signed us up for a three-month contract to work with Coles, the second largest supermarket chain in Australia," Warmington said. "I worked in Melbourne and Sydney. I got really excited about Melbourne. When I landed in Melbourne I knew I was never going back to Montreal.” He soon traded white Canadian snow for white Australian beach sand. “Australians are very, very similar to Canadians. The accent may be considerably different but they’re very patient, accepting and supportive. You feel it the second you get there,” Warmington said. His return to the food industry came when he met his wife Angela. Interestingly, Angela wanted to get into the restaurant business. “We searched and searched for a restaurant to buy but the market at the time was exceptional in terms of cost. People wanted a million dollars for a cafe. But this little food truck, a 1976 Volkswagen, came around Melbourne. I had a conversation with the owner and I was sold on it,” Warmington said. He purchased the food truck and Maple Leaf Meats was born in 2016. “It’s been wonderful,” Warmington said, stating he loves the coziness of serving regular customers from his truck. “It’s like a bartender who has that engagement with customers. They like their regular customers. It becomes a community. It’s remarkably gratifying to serve them food and talk with them.” Warmington’s business survived exceptionally severe COVID-19 lockdown conditions enforced by Australia’s government. “Melbourne had probably the worst lockdowns in the world. You couldn’t move five kilometres from your house. People would dob you if you left your house. But we were considered an essential service and we left the house to operate the food truck. We were very successful during COVID, trading about two kilometres from our house. We had the food delivered to our houses. We prepared it at home and we still operated the food truck.” Warmington is now in his early 50s and has lived in Australia for 20 years. But will the Sault always be home? “Yes, always," he said. "Funny enough I miss the cold in winter. The other day it was minus 18 and it was sunny. It was brilliant. To me it was a perfect winter day. I don’t like the slushy days but I do miss the cold. I’m nostalgic about it. When you come back to Sault Ste. Marie it’s still the same. Holiday stress can lead Alzheimer’s patients and those with dementia to go missing
More than a year of research and discussion ended last week when the Burt County Board of Supervisors approved a new slate of zoning regulations governing wind energy development in the county. On a 6-1 vote, supervisors approved Section 6.03 of the county’s zoning manual. The vote followed more than three hours of discussion that saw the board approving changes to the document as each subsection was read. District 5 Supervisor Jeff Kutchera cast the dissenting vote in approving the overall section, and voted against several of the changes inside it. Among them was the allowable height of a tower. “I haven’t spoken to anybody in my district that wants wind farms,” Kutchera said, “let alone 650-footers.” Burt County Planning Commission recommended setting the allowable height at 650 feet, a height currently undergoing university testing. The board instead set the height at 590 feet, a height now commonly used. The board put a limit of 20 wind towers in the county but put no limit on the total nameplate production. Doing so, they said, allows future technology to get more energy out of existing infrastructure. But 20 towers may not fit in the county, based on additional setbacks the board put in place. For example, a wind tower must be at least three miles from the corporate limits of any town in the county and they must be a mile from a property line. That limit can shrink to 1,800 feet if the property owner signs a waiver. A wind tower cannot be within a half-mile of any occupied dwelling, within 1,000 feet of any road right-of-way and a tower’s rotors may not cast shadow flicker on any road. Supervisors also put into place a list of regulations regarding the decommissioning of a wind tower. Among them, a developer must provide a surety bond covering no less than 150 percent of an engineer’s cost estimate to decommission the tower. The estimated amount can be reviewed annually. The bond is sought to pay for the decommissioning should the developer or any following owner of operator fail to do so. Developers also must file a surety bond to cover any necessary repairs to roads damaged during the construction process and during decommissioning. Anyone doing the decommissioning work will not be allowed to leave any debris behind or dispose of any in the county and parts of the system must be removed as whole components so as not to leave fragments or debris to litter any surrounding land. A wind farm will be a conditional use in the county’s ag zones, meaning an application must be completed and public hearings held in front of the planning commission and the county board before a permit is granted. Among the lengthy requirements of a permit application, a pre-construction noise modeling study must be completed to make sure the turbine stays below 40 decibels on any exterior wall of a nonparticipating landowner’s dwelling or 50 dB on a participating owner’s dwelling. The limits can be exceeded during periods of severe weather as defined by the U.S. Weather Service. The testing is to be done by a licensed acoustical engineer chosen by the county and paid by the applicant. County Attorney Edmond Talbot told the board the new regulations give them a base structure to work from and that because it’s a conditional use, the board can add conditions to an application without specifically listing them in the zoning manual. “Things can come up, sure,” he said. “We can add more, but those things don’t need to be in here.” Passage of the new section effectively ends the moratorium placed on CUP applications for wind farms. A 92-day moratorium was put in place at the end of August. At the time, the board directed the planning commission to look into possible damage to humans and animals from inaudible noise, as well as other factors. No reference is made to inaudible noise in the final document. The original moratorium was put in place in December of 2023. Good for six months, it was extended by another 90 days in April before being extended again in August. In other business Dec. 11, the county board: —Heard an overview of a sealant for blacktop roads from Julio Franco, representing Hall Brothers. The Marysville, Kansas, company markets a product called Onyx Road Treatment. Franco said the products, which can be applied as a spray by brush, is intended to extend the life of pavement. The life expectancy of the applied product is three to five years. Any patching or crack sealing needed on a road must be done before the product is applied. The road surface also must be clean and dry before application. The cost may be a prohibitive factor. Application costs approximately $24,000 per mile. Inspections done by Franco and Highway Superintendent Ann Chytka showed 24 miles of county roads to be good candidates for the product. Doing all of them at once would cost $576,000. Franco said several counties apply the product on a rotational basis and are getting to a point where a second application is necessary. The board also signed a contract with Arizona Township to provide road grading and snow removal on the township’s roads. Arizona will pay the county $160 per hour for the work. There’s a lot of chaos going on and that can cause a person to wander. They want to get away. It’s hard for them to process what’s happening.” The Alzheimer’s Association reports 72% of dementia patients who wander are found alive by the next day. Alerting 911 as soon as the person goes missing is critical. The odds of survival decrease as more time passes. Angel Alonso, president of Georgia Emergency Search and Recovery based in Gwinnett County, said the vast majority — between 60% and 70% — of the 30 to 40 calls the nonprofit received last year involved people with the disease. The GESAR is a volunteer-driven organization that works with law enforcement to find people who have gone missing, including children, people with Alzheimer’s and dementia, and people lost during major disasters. “We get so many Alzheimer’s calls,” said Vice President John Clark, who is also volunteer instructor with the Georgia Chapter of the Alzheimer’s Association. For caregivers and loved ones, a relative who goes missing is devastating. Two of Clark’s grandparents had dementia, so he gravitated to search and rescue to help other families and caregivers keep their loved ones safe. He’s consulted with police departments across metro Atlanta on the best ways to find people with Alzheimer’s. Alzheimer’s disease and other dementias can cause people to lose their ability to recognize people and places that are familiar. According to the Alzheimer’s Association there are often warning signs that a person might wander. Six in 10 people with dementia will wander during the course of the disease. That includes people returning from a regular walk or drive later than usual. Or they may talk about fulfilling former obligations, such as going to work or talk about going home even when they’re at home. Sometimes they become restless and pace or make repetitive movements. Clark recounted one call for help when a family reported a missing relative, but they insisted she couldn’t have gone far because of a bad knee that limited her to walking no further than the mailbox. Searchers found the missing woman 7 miles from home. Even those who have never shown an interest in wandering might start without warning. Dan Goerke is fortunate. His late wife, Diane, who was diagnosed with Alzheimer’s in 2012, once went missing from the car of a caregiver. The caregiver had stopped for an errand. Diane had waited alone in cars as people ran errands before. But this time, when the caregiver returned, Diane was gone but her seat belt was still fastened. “It was like she disappeared into thin air,” said Goerke, who said he doesn’t blame the caregiver. Fortunately, she was found uninjured and nearby a short time later that same day. Goerke said it’s hard for caregivers to always be on guard for wandering. “We have so many things to juggle that’s not necessarily at the top of our minds. We have to manage medications, take them to doctor’s appointments, cook meals and taking care of things day to day,” he said. Clark said when searching for someone with dementia, one of the keys is to know what the person was like before their diagnosis. Often their long-term memories are still strong. They once found a woman who walked out of her home and went to where she used to shop and to her old job, although it had closed. Recently, GESAR unveiled a new tool to search for missing people: Maverick. An 8-month-old chocolate Labrador retriever, Maverick is in training to be part of the GESAR search and research team that will track missing people, including wandering dementia patients in metro Atlanta. In cases involving children and people with dementia, a dog’s personality can also be an asset. Labs like Maverick are friendly and affectionate, not imposing or threatening like some other breeds — and less likely to scare the person who is lost. Canines can be used in searches in both rural and urban areas. “He’s an asset,” said Maverick’s handler, Carmen Alonso. “His nose can pick up odors and track where a person has been that we might not think to go that direction.” At the Cobb County Police Department, Public Information Officer Sgt. Eric Smith said if dogs are needed to search for a wanderer they call the sheriff’s department, which has bloodhounds. “They’re not apprehension dogs so there’s little or no likelihood of a bite,” he said. Technology can also help, Smith said. Searchers can use drones and families can install technology on a person’s car to help locate it or use other kinds of trackable devices including on their phone. “We get so many Alzheimer’s calls,” said Clark, who is also a volunteer instructor with the Georgia Chapter of the Alzheimer’s Association. Most cases they’ve worked on have had favorable results, according to the Georgia Emergency Search and Recovery organization. No two searches are the same, said Sgt. Jeremy Blake of the Cobb County Sheriff’s Office. “When responding to calls for a missing person, the response is different than that of a fleeing suspect,” he wrote in an email. “The K-9s that are used to track missing persons are not trained in the apprehension of suspects. ... Often times, if the K-9 cannot locate the missing person, they can provide officers with a more accurate direction of travel than they may previously had.” Nearly 7 million U.S. residents age 65 and older were living with Alzheimer’s according to the most recent Facts & Figures report . Of those, more than 188,000 Georgians ages 65 and older also have been diagnosed with the disease, according to the Alzheimer’s Association Georgia Chapter. There is a better chance of being found in urban environments because of a higher probability of a “good Samaritan” stepping in. Wanderers may give no forewarning. Often those with memory issues wander away during activities they’ve done safely in the past, such as shopping or sitting on a front porch. Some people who still drive can become disoriented and drive for miles away from home. According to the Cobb County Sheriff’s Office, on average, half the calls for missing persons involve the elderly or someone with disabilities. Call 911 as soon as possible. Have a photograph available for first responders and an article of clothing to provide a scent for search dogs. Sharing what the missing person liked to do in prior years can be a key: Did they have a job they went to every day? Did they like to fish or go to a certain spot? Searchers will need to know the last time the person was seen to help determine how far a person might have wandered. Their work, published in Biotechnology for Biofuels and Bioproducts , could accelerate the development of sustainable alternatives to fossil fuel-derived products like plastics, helping pave the way for a carbon-neutral circular bioeconomy. The research, led by Dr. Matthew Faulkner, working alongside Dr. Fraser Andrews, and Professor Nigel Scrutton, focused on improving the production of citramalate, a compound that serves as a precursor for renewable plastics such as Perspex or Plexiglas. Using an innovative approach called "design of experiment," the team achieved a remarkable 23-fold increase in citramalate production by optimizing key process parameters. Why cyanobacteria? Cyanobacteria are microscopic organisms capable of photosynthesis, converting sunlight and CO 2 into organic compounds. They are a promising candidate for industrial applications because they can transform CO 2 —a major greenhouse gas—into valuable products without relying on traditional agricultural resources like sugar or corn. However, until now, the slow growth and limited efficiency of these organisms have posed challenges for large-scale industrial use. "Our research addresses one of the key bottlenecks in using cyanobacteria for sustainable manufacturing," explains Matthew. "By optimizing how these organisms convert carbon into useful products, we've taken an important step toward making this technology commercially viable." The science behind the breakthrough The team's research centered on Synechocystis sp. PCC 6803, a well-studied strain of cyanobacteria. Citramalate, the focus of their study, is produced in a single enzymatic step using two key metabolites: pyruvate and acetyl-CoA. By fine-tuning process parameters such as light intensity , CO 2 concentration, and nutrient availability , the researchers were able to significantly boost citramalate production. Initial experiments yielded only small amounts of citramalate, but the design of the experimental approach allowed the team to systematically explore the interplay between multiple factors. As a result, they increased citramalate production to 6.35 grams per liter (g/L) in 2-liter photobioreactors, with a productivity rate of 1.59 g/L/day. While productivity slightly decreased when scaling up to 5-liter reactors due to light delivery challenges, the study demonstrates that such adjustments are manageable in biotechnology scale-up processes. A circular bioeconomy vision The implications of this research extend beyond plastics. Pyruvate and acetyl-CoA, the key metabolites involved in citramalate production, are also precursors to many other biotechnologically significant compounds. The optimization techniques demonstrated in this study could therefore be applied to produce a variety of materials, from biofuels to pharmaceuticals. By enhancing the efficiency of carbon capture and utilization, the research contributes to global efforts to mitigate climate change and reduce dependence on non-renewable resources.
